- Bring a large pot of salted water to a rolling boil. Add the angel hair pasta and cook for about 4 minutes. Drain and set aside.
- In a large skillet over medium heat, melt 2 tablespoons of butter. Add minced garlic and sauté for about 1 minute until fragrant.
- Carefully add the rinsed and dried sea scallops to the skillet. Sear for about 2-3 minutes on each side until golden brown.
- Lower the heat and add chopped basil, parsley, lemon juice, salt, and pepper. Stir in heavy cream if desired.
- Add the cooked pasta to the skillet and toss until well-coated with the lemon-butter sauce.
- Plate hot, garnishing with grated Parmesan cheese if desired, and serve immediately.
