- Preheat your oven to 350°F (175°C) and set aside a baking dish.
- Cook the penne in a large pot of salted boiling water until al dente (8-10 mins). Drain and set aside.
- In a large skillet, melt butter over medium heat, then sauté minced garlic for 1-2 min until fragrant. Add shrimp and cook until pink (3-4 mins).
- Sprinkle flour over shrimp, stir to coat, then gradually add milk and broth, whisking until sauce thickens (2-3 mins).
- Lower heat and mix in chopped tomatoes, parsley, half of the mozzarella, salt, and pepper. Fold in the cooked penne.
- Transfer to a baking dish, top with remaining mozzarella and Parmesan, and bake for 15-20 mins until bubbly and golden.
