  2. Finely dice red onion, red bell pepper, and celery. Combine in a large bowl, sprinkle with celery salt and seed, and toss.
  3. Grate the carrot into fine shreds and mix it into the vegetable bowl.
  4. In a medium bowl, whisk together sour cream, mayonnaise, and white sugar until smooth. Add celery salt and seed if desired.
  5. Mix the creamy dressing with the vegetable mixture and add cooled pasta, ensuring everything is coated.
  6. Dice cheddar cheese and fold it into the salad evenly.
  7. Refrigerate for at least 4 to 6 hours or overnight for best flavor.
