- Preheat your oven to 350°F (175°C) and line your baking sheets with parchment paper.
- In a medium bowl, whisk together flour, baking soda, cinnamon, nutmeg, and salt.
- In a large bowl, cream together butter and brown sugar until light and fluffy.
- Add eggs, apple cider, and vanilla extract to the mixture and mix until smooth.
- Gradually fold in the dry ingredients until just combined.
- Scoop rounded balls of dough onto prepared baking sheets.
- Bake for 12-15 minutes until edges are golden, then cool on wire racks.
- To make caramel, melt butter, stir in brown sugar and cream, and boil until thick.
- Spread caramel on one cookie and sandwich with another, pressing gently.
- Let the assembled whoopie pies set for a few minutes before serving.
